The Ontario GHG Emissions Reporting Regulation was filed on 1 December 2009. The regulation applies to facilities in certain sectors and includes general stationary combustion, if the facility emits 25,000 tonnes of carbon dioxide equivalent (CO2e) or more per year. If the regulation applies, then the generator of the GHG must, among other requirements, prepare annual emissions reports and submit the reports to the Director on or before June 1 in the calendar year following the reporting period, beginning with 2010 emissions. Although smaller emitters (facilities that emit between 10,000 tonnes and 25,000 tonnes) are not required to report under the regulation, the MoE has announced that it will develop a program to encourage voluntary reporting to enable adaptation to emerging North American-wide requirements.
Additionally, Ontario is a signatory to the Western Climate Initiative (WCI), a multi-jurisdictional program which requires generators to report emissions greater than 10,000 metric tons of CO2e as early as 2010 emissions, enforceable by the jurisdiction (i.e. Ontario).
